What is the strength cut off to be too strong for a weapon?

I think you take your base dex + base str / 2 and this number must be equal to or less than either the required str or dex of a weapon.

Here's what I ended up doing for now:

• No minimum requirements at all until level 50
• Uniques always allowed
• Body, helmet, gloves, boots: req str must be at least 50% of your base str
• Weapons: req str + req dex must be at least 50% of your base str + base dex
• Shields: req dex must be at least 75% of your base dex

These rules can be tweaked as necessary in response to feedback. Let me know how it goes.
