Googled it, sounds a wee bit like Tor.

I think Dark Net is where all the really fucked up (and illegal) stuff.

It's essentially the websites on tor, lots of shady stuff goes on, mostly drugs related (normally purchased with bitcoin to reduce risk). But there are really messed up things on it too apparently like hitman hiring, child porn and slave trading.
