How does the mechanic work..?

I notice 70% is max block. If i recall correctly I have been stuck with max block for several levels now, there isn't much point for me in getting new shields just for that extra few points in defense. Does block % drop as you gain levels?

Block chance = 25 * ( [DEX] - 50 ) / ( [Level] * 2 ) + [Shield Block Chance]

So in short, yes it does drop as you level.
