@Alan I wasn't asking for the min lvl of a cruel whip build more like what would be a reasonable amount of con with cruel whip.

I tend to agree with nr. 2 .. 50 con ain't enought to beat anything :P

I'd aim for between 150 to 200, to be honest.

I was aiming for your OP's idea, with min str/dex. I am certain you could always "aim" a little higher on certain cats and make the build that much better.
