is there penalty for using different weapons ?

No, however, there is no reason to use two different weapons. There is almost always one of them that is better, so why not use two of it?

^This, sometimes weapons with the exact same stats appear and it's actually pointless, especially lower level, to worry about having weapons that match considering there are plenty of options that low.

Noticing your level and lack of stars, this isn't the case but merely a lack of camping time available, which is also another reason to use separate weapons. Though you don't get penalized, I'd still continue to camp to get the matching better weapon.
