If that was the case then you could implement a clause that requires you to at least attack equal to or greater than your level to get energy based off trainers.

Sorry Neps you misunderstood what I was saying that everyone will be able to gain + 1 if I'm level 20 I can fight infant and get the +1 energy their for I don't need to fight to get the above 1.00 energy ratio

This is kinda like a reward to high level bots, it would of beeen nice if bots2 had this as 1 cs for every train on a 400 train bot or higher. I personally think it should be a ratio of 2 - 5 energy per train on train bots 400 - 450, and 3 - 10 for anything higher, so at least high level bots contribute.

this would be good as it would also help the high levels which dont have many targets to attack
