You'd need some criteria. Currently ~35k bots so about 100 would get "happy birthday'd" per day. Perhaps something based off last login, but dumpers may spam it if they set their birthday.

Ender is smart enough to figure that out :)

Log time would work. Maybe all bots in open beta/closed beta? Would be cool to see.

Should be simple to code. Instead of last login time, just compare it to the registered email addresses since that's more unique than bots, whichever was the first bot used to register (or Ender could add a function which states make one bot the "main" of a specific email address). Then set it so you can't change birthday once submitted (unless email address is changed due to bots transfers). Spammers would have to create hundreds of emails in order to change it once =)
