What about all those clanless bots that has been created years ago and nobody will ever use them or attack them because it's simply just wins or losses. How about being able to get something from attacking them like energy points but with penalty 50% or 25% or even less 10%. Players with dumpers probably would still dominate but the rest at least would have a chance based on how activiness.

Some of use built bots to save names and haven't made them yet. Granted those are all level 1, but still people might not take kindly to coming back and having their bot destroyed and require to reset because of this.
