No more than one user on the same IP usage, or otherwise some kind of penalty is given out, maybe a deduction of points, kudos, experience, battle speed and energy, or, to all their bots that attack or are attacked by bots on the same IP?

Good point, did not think this through.

bots4 has always allowed multiple accounts to be played at one time by a single person, partially because bots2 (mostly) allowed this, partially because single-login is extremely difficult and manual to enforce, and partially because the game is designed in a way to encourage having many bots.
